The enclosed paper containing, as far as I have been able to learn, everything that has hitherto been suggested to this Government on the subject of the commerce of the Black Sea, I take the liberty of troubling your Lordship with the whole of it; though I cannot pretend to say what degree of attention has been paid to it, except that, I am told, some orders with regard to the shipping have been issued in consequence of it, as well as for the immediate building of magazines at Ketchi and Jenicali; which Fortresses, as well as Kinburn when it comes into their hands, are to thoroughly repaired and put into a proper state of defence.
