Abstract:

Επιστολή από το Foreign Office, κρυπτογραφημένη, προς τον Richard Oakes (St. James’s, 19 Αυγούστου 1777) με την οποία του ζητείται εκ μέρους του Lord Suffolk να ενημερωθεί με άκρα μυστικότητα για τις ρωσικές ναυτικές δυνάμεις και να ενημερώσει το Λονδίνο. Συγκεκριμένα η επιστολή αναφέρει:

As Lord Suffolk does not recollect that you have lately taken occasion to mention the state of the naval force of Russia, I am to recommend that object to your enquiry, and as soon as you can form any accurate idea of it, shall be glad to learn the result.

You will of course endeavour to execute this instruction with secrecy, and so as not to engage any particular observation. […]
