Επιστολή Αρ. 54 του Richard Oakes προς τον William Eden στο Λονδίνο (Αγία Πετρούπολη, 17/28 Οκτωβρίου 1777), με την οποία μεταξύ άλλων ενημερώνει το Λονδίνο για την πεποίθησή του πως στόχος της Ρωσίας δεν είναι τόσο η άμυνα στην περιοχή της Κριμαίας και της Νότιας Ρωσία όσο είναι η κατάληψη του φρουρίου του Ουτσακώφ, καθώς συνιστά απαραίτητη προϋπόθεση για μία ανεμπόδιστη ναυσιπλοΐα στην Μαύρη Θάλασσα. Επίσης, επισημαίνει, πως ένας νέος πόλεμος μεταξύ Ρωσίας και Τουρκίας μοιάζει να είναι αναπόφευκτος.

Συγκεκριμένα ο Oakes γράφει:

Since I last touched upon the subject of the Turkish negotiation, I have learnt with some certainty, that, notwithstanding what is processed to the contrary, the real opinion of the Russian Ministry is, that a rupture will be unavoidable. The moderate preparations made here for war incline me to rely upon my information, that it would be begun by acting on the defensive on this side; though it cannot be thought improbable, that the importance of the possession of Oczakow towards the favourite scheme of a navigation on the Black Sea, may tempt this court to deviate from that merely defensive plan.
