My Lord,

Though I have no doubt that Your Lordship will have been apprized long since of the contents of the new Treaty which has been concluded at Paris between France and Turkey, I think it right to mention that Monsieur Kotschoubey has informed me that one of its stipulations expressly secures to the former the important right of navigation the Black Sea, and Monsieur Kotschoubey at the same time gave me to understand that though it would be more agreeable to this Court that that Privilege should have been withheld. His Imperial Majesty does not propose taking any steps in order to prevent its being confirmed by the Turkish Government. – I shall of course take the earliest opportunity of communicating these particulars to Mr. Straton.
