Επιστολή Αρ.8 του πρεσβευτή της Βρετανίας στην Αγία Πετρούπολη Earl Cathcart (Αγία Πετρούπολη, 14 Φεβρουαρίου 1818) προς τον Robert Stewart, Viscount Castlereagh Foreign Secretary στο Λονδίνο με την οποία ενημερώνει μεταξύ άλλων το Λονδίνο για την απόφαση της ρωσικής κυβέρνησης να παραμείνει χωρίς αλλαγές το δασμολόγιο του 1816 μέχρι νεωτέρας.
