Abstract:

•     Επιστολή Αρ.10 του Anthony Hayes (Κωνσταντινούπολη, 17 Οκτωβρίου 1775) προς τον The Right Honorable The Earl of Rochford με την οποία τον ενημερώνει μεταξύ άλλων για την άφιξη του πρίγκιπα Repnin στη Κωνσταντινούπολη, και τις τιμές με τις οποίες έγινε δεκτός. Επίσης, στην επιστολή του ο Hayes αναφέρεται και στις επιδιώξεις της Αυστρίας να αναπτύξει το εμπόριό της με τα λιμάνια του Δούναβη και να ζητήσει από την Πύλη άδεια ελεύθερης ναυσιπλοΐας στην Μαύρη Θάλασσα, σε συνδυασμό με την συγκρότηση μίας λεβαντίνικης εταιρείας της Αυστρίας. O Hayes επισημαίνει πως θα έχει υπό παρατήρηση τις κινήσεις του αυστριακού επιτετραμμένου στην Πύλη Thugut και κατά την γνώμη του σε περίπτωση που η Πύλη προχωρήσει σε παροχή τέτοιας δυνατότητας στην Αυστρία, μετά την άδεια ελεύθερης ναυσιπλοΐας που είχε παραχωρήσει στους Ρώσους, τότε θα πρέπει και οι άλλες δυνάμεις να αιτηθούν στην Πύλη τα ίδια δικαιώματα.
Συγκεκριμένα ο Hayes γράφει:
I received on the arrival of the last letters from Vienna information from Mr. Ernst that His Imperial Majesty being very desirous of improving and extending the Commerce of His Subjects has in view a project of carrying on by means of the Danube a trade to and from these parts; and that it is intended to establish a Levant Company for that purpose in base that the Ottoman Porte can be induced to grant the free passage of the Black Sea, which permission Mr. Ernst adds he has reason to believe that Mr. Thugut the Imperial Minister has orders to apply for; and therefore  has recommended to my attention to endeavor to find out what steps are pursued here on that subject; I have accordingly, my Lord, without loss of time made all possible inquiries, but without being able to discover that application has been yet made at the Porte on that matter; and I am almost confident from the visible prejudice that must necessarily arise to this Empire from the suffering forces and powers to partake of the navigation of the Black Sea that whatever instructions may have been given to the internuncio, he will meet whenever the request is made with a refusal, and that nothing less than such language being made use of as tends to threaten an absolute rupture can induce the Turks to grant a privilege which has been allowed to the Russians with the greatest reluctance upon account of circumstances rendering it totally unavoidable. And another reason that must occur to these people is that further concessions to other powers would entitle other princes to expect and perhaps insist on the same privilege, the consequences of which must prove the utter ruin of the Turkish navigation. I shall, however, my Lord, not neglect to keep a vigilant eye on Mr. Thugut motions; and if I should discover anything of the least importance relative to this object, I shall not fail to communicate it to your Lordship.
