•     Επιστολή Αρ.24 του Robert Ainslie (Κωνσταντινούπολη, 16 Νοεμβρίου 1780) προς τον The Right Honorable The Earl of Hillsborough με την οποία τον ενημερώνει μεταξύ άλλων για την συνάντηση στις 9 Νοεμβρίου μεταξύ του Ρώσου επιτετραμμένου στην Πύλη και του Ρεΐς Εφέντη με σκοπό να αντιμετιστούν τα ζητήματα που έχουν προκύψει ως προς την ρωσική ναυσιπλοΐα στην Μαύρη Θάλασσα και στα Στενά. Συσκεκριμένα 4 είναι τα ζητήματα: (α) το δικαίωμα της Ρωσίας να ορίζει προξένους που θα διαμένουν στην Μολδαβία και στην Βλαχία, (β) το ελεύθερο πέρασμα πλοίων αλληλογραφίας και επιβατών (packet boats) προς και από την Μαύρη Θάλασσα, (γ) την ελεύθερη επικοινωνία και το ελεύθερο πέρασμα προς και από το Αιγαίο για τους μετανάστες από την Οθωμανική Αυτοκρατορία προς τις ρωσικές κτήσεις, και (δ) το ελεύθερο και ανεμπόδιστο πέρασμα των ρωσικών εμπορικών σκαφών, που ήταν φορτωμένα με όλα τα είδη των εμπορευμάτων, από την Μαύρη Θάλασσα προς την Μεσόγειο και το αντίστροφο. Κατά τον Ainslie η Πύλη έχει ήδη δεχτεί το πρώτο αίτημα, ενώ για το ζήτημα των Ελλήνων και του εμπορίου τους δέχτηκε να το αντιμετωπίσει ευνοϊκά με τον όρο να επιλέξουν την ρωσική ενδυμασία και να ντύνονται όχι με τα μακρυά ρούχα που συνήθιζαν αλλά με τα κοντά ρούχα της ρωσικής συνήθειας, έτσι ώστε να γίνεται πιο εύκολη η διάκρισή τους από τους υπηκοόυς της Πύλης. Ως προς τα ζητήματα των δύο άλλων άρθρων η Πύλη ζήτησε να ξανασυζητηθούν. Επίσης, ο Ainslie αναφέρεται και στο πλοίο που ερχόταν από την Κριμαία, φορτωμένο με σιτάρι και πλοιαρχούμενο από τον Άγγλο καπετάνιο Newman, βρίσκεται ακόμα στην Κωνσταντινούπολη, όπως βρίσκεται ακόμα ένα ρωσικής σημαίας πλοίο, που μεταφέρει βούτυρο και σιτάρι. Και καθώς πρόκειται για φθαρτά εμπορεύματα ο Ρώσος πρεσβευτής ζητούσε από την Πύλη άμεση άδεια για να συνεχίσει το καράβι το ταξείδι του. Αλλά η Πύλη δεν συναίνεσε και απλώς δέχτηκε να αγοράσει εκείνη τα εμπορεύματα και μάλιστα στην διπλή τιμή από όσο ίσχυε στην αγορά.
Συγκεκριμένα γράφει ο Ainslie:
The long expected conference solicited by the Russian Envoy took place the 9th instant. This minister accompanied by his principal dragoman, waited upon the Reis Effendi, at his house in Constantinople, and was met by the president of the chancery, and the dragoman of the Porte. The object of this meeting was to settle if possible, on all the points of the late disputes between the Russian and the Ottoman ministers. There, My Lord, consist in four articles, viz.:
1st. the right claimed by Russia to appoint consuls to reside in Moldavia and Walachia;
2nd the free passage of packet boats to and from the Black Sea.
3rd the free communication and passage back and forwards to the Archipelago, for the emigrants from this Empire to the Russian possessions.
4th the free and uninterrupted passage of Russian merchant ships, loaded with all kinds of provisions, between the Black Sea and the Mediterranean.
As nothing has as yet transpired – relating to this conference, it is impossible to say how far these different have been discussed or settled. It is certain, My Lord, that the French ambassador is much consulted by both parties, who have carried on the closest correspondence either with himself or through the respective dragoman, since nigh three weeks, which as it still continues, seems to indicate, that things are not so far advanced, as could be wished. However, it is confidently asserted, that the first article, is in a manner yielded by the Porte, and that Mr. Lascaroff, will obtain the consular patent, which they have so long refused. It is also given out that the article relating to the emigrants, will be conceded on condition that these people, originally Greeks, and habited in the long dress, put on the Russian short cloths, so as to be distinguished from the subjects of this Empire. But the two other articles relating to the navigation, are not as yet determined, at least the ship from Crimea, commanded buy Captain Newman, loaded with corn, and other articles, is still here, as is another vessel, under Russian colours, since arrived with butter and wheat. As these cargoes are perishable, the Envoy has all along strenuously insisted on a quick determination, and liberty for the ships to proceed: but instead of a direct answer, the Ottoman ministers have offered to purchase the cargoes at double the value, and here the affair seems to rest, but will most probably be determined in a very few days.
