As things are at present circumstances I flatter myself it will be in my power to prevent any resolution being taken favourable to France, with relation to the commerce of the Black Sea; at least ‘till the arrival of Monr. de Juignie, before which time we shall be able to judge more completely, whether we can embark in it with any probability of success.
