It is difficult to see, how the opening of the navigation of the Black Sea can prove any check to the power of Russia; on the contrary, if it had any effect, it would, as your Lordship seems to thing, be of advantage to it: much of that jealousy , which we see in some courts, with respect to this, may I believe be safely attributed to the erroneous notions they entertain of it.
