You will of course collect all the information you can with regard to the encouragement which our people might expect, in engaging in a commerce to the Black Sea, and you will be particularly attentive to any concessions that may be solicited by, or make to the French on this head. – But no proposition can be made from hence ‘till we know how far it may be reconcilable to the different claims of the Russia and Turkey Companies, neither of which have yet applied to me, though I understand that the Russian consul has busied himself with Monsr. Pouschkin on the part of the former.
