Επιστολή του George Burgman, Commissary-General in Sicily (Μεσσήνα, 22 Απριλίου 1812) προς τον John Charles Herries, Commissary-General to the Army, στην οποία μεταξύ άλλων αναφέρεται στην κανονική και ανεμπόδιστη τροφοδοσία με σιτηρά της Σικελίας και των βρετανικών δυνάμεων στην Μεσόγειο από τα ρωσικά λιμάνια της Μαύρης Θάλασσας. Σημαντικός ήταν ο ρόλος του Deputy Commander General Daniell, που βρισκόταν εγκατεστημένος στην Κωνσταντινούπολη. Και η τροφοδοσία διεξάγετο κανονικά μέχρι και την έναρξη των εχθροπραξιών μεταξύ Αγγλίας-Ρωσίας και Τουρκίας. Οι συναλλαγματικές (bills) για την αγορά των σιτηρών δίνονταν από το θησαυροφυλάκειο στο Λονδίνο στον Βρετανό και εγκατεστημένο στην Μόσχα έμπορο Thomson Row & Co. Μέσω του Daniell στην Κωνσταντινούπολη για να τεθούν υπό διαπραγμάτευση και τα ληφθέντα ποσά (proceeds) κατευθύνονταν από την Μόσχα στους εμπόρους Brothers Florio με τόπο εγκαταστάσης το Ταγκανρόγκ, οι οποίοι ενεργούσαν ως έμποροι του Thomson για να εκτελέσουν τις αγορές των σιτηρών. Ο Burgman σημειώνει πως το σύνηθες στην Ρωσία για συγκέντρωση σιτηρών είναι να υπογράφονται συμβόλαια με τους κατόχους των γαιών κατά την διάρκεια των χειμερινών μηνών για την παράδοση συγκεκριμένων ποσοτήτων ή να υπογράφονται συμβόλαια για το ερχόμενο καλοκαίρι και ένα χρηματικό ποσό προωθείται στους γαιοκτήμονες έτσι ώστε να καταστεί το συμβόλαιο ισχυρό.
Εν συνεχεία ο Burgman αναφέρεται στο πως η διαδικασία προμήθειας σιτηρών μέσω των εμπόρων Brothers Florio στο Ταγκανρόγκ δεν μπόρεσε να ολοκληρωθεί το έτος 1807 λόγω των πολεμικών συγκρούσεων Ρωσίας-Αγγλίας-Τουρκίας.
Γράφει συγκεκριμένα ο Burgman:
[…[] my taking the whole charge of the commissariat in the Mediterranean. Deputy Commander Gen. Daniell was stationed at Constantinople […] and I was afterwards continued by me in the years 1804, 1805 and 1806 for the purpose […] of supplying the Commissariat at Malta with corn from the Russian ports in the Black Sea and until the ruptures between England, Russia and Turkey the supply was regular and much to the advantage of the public.
In order to enable Dep. Commander Gen. Daniell to make his purchases of corn, he was supplied with bills on the Lords of the Treasury which bills were transmitted by him to Messrs. Thomson Row & Co. Merchants o Moscow to be negotiated and the proceeds were directed by him to be remitted to Messrs. Brothers Florio Merchants of Taganrog who were employed as his agents to effect and accomplish the purchases.
It appears to be the invariable custom in Russia in order to accrue any quantity of corn to make contracts with the Landholders during the winter months for the delivery of the specific quantity or contracted for the following summer and a certain sum in the way of Earners money is advanced to the Landholders in order to render the contract agreeable to the Russian notions indissolubly binding.
The supply of corn for the years 1804, 1805 and 1806 was regular and satisfactory but the intended supply for 1807 received an interruption in consequence of the ruptures between Turkey, Russia and England the same year. […]
