Abstract:

Ο Φορέστης ενημερώνει τον Hawkesbury (Κέρκυρα 26 Μάη 1803) για τα θέματα ασφάλειας των νησιών και την ανάγκη να παραμείνουν στρατιωτικά σώματα των Ρώσων για την διατήρηση της τάξης και της ασφάλειας. Άλλωστε η νέα πολιτεία δεν είναι σε θέση λόγω οικονομικών δυσκολιών να διατηρεί με τις δικές της δυνάμεις μεγάλα στρατιωτικά σώματα. Αναφορά στο Σούλι και στην αυτονομία του και στην προσπάθεια του Αλή Πασά να το καταλάβει. Επίσης αναφέρεται και στην Μάνη και στην εκεί πειρατεία. Αναφορά στις παρατάξεις που οδηγούν σε εντάσεις στα νησιά. Και αναφορά σε ναυτιλιακά θέματα και σε θέματα εμπορίου και σημαίας. Συγκεκριμένα:
I beg leave farther to acquaint your Lordship that owning to the abuses of the Ministers and Consuls of this Republic resident in Foreign parts, its flag has been granted to the vessels of Genoese, Legonees, Neapolitans etc and indeed even every day vessels belonging to the abovementioned states dropped here and obtained the colours of these Islands; upwards of one hundred and sixty are navigating under this flag, half of which are foreigners; they take on board one person a subject of the Republic, as captain of the colours, and by that means obtain them. Having perceived that this may be prejudicial to our Commerce and interest, in bunging up seamen, subjects of those powers who are attached to the interest of our enemies, and who may hereafter serve in their fleets against us; I represented to this government that granting its flag to the ships of other powers was contrary to the law and custom of civilized nations, and that it may moreover involve this Republic with the Barbary powers who are almost continually in a state of warfare with those nations several of whose vessels are covered with its flag; in consequence of which the Senate has recalled all such passes as have been given to foreign ships, and established a Code of Maritime Laws which I beg leave to enclose for Your Lordships inspection; had a speedy stop not been put to these proceedings no less than five hundred vessels would at this time be trading under the Flag of this Republic.
