Επιστολή από την Downing Street (p.30-31) (8 Ιουλίου 1803) με την οποία ανακοινώνεται στον Φορέστη πως καθίσταται από τον βρετανό βασιλιά: His Majesty’s Resident to this Republic of the Seven Islands. Επίσης του τονίζεται πως: I have no other instructions to give you at present for the regulation of your conduct, than to desire that you will cultivate the most unreserved intercourse  and good understanding with the Russian Ministers at Corfu, and that you will cooperate with him in every measure which may tend to promote the independence and security of the Republic of the Seven Islands.
