Abstract:

(p.215) The Porte has also suspicions of the views of the Russians on these parts, and the different Pachas in Albania are not a little alarmed.
For my own part, My Lord, I was not privy to any of these measures; count Mocenigo never communicated to me anything on the subject; if he had I should have reminded him of what I had once before mentioned to him, that the Sullioti who he was supplying with cash, arms, ammunition etc had some time ago, together with other Greeks in neighbourhood of Sulli to the number of six thousand, signed a paper to the French Agents engaging to begin disturbances in Albania about the beginning of the month of July last, by commencing a war with the Pacha of Yanina. I do not doubt that Count Mocenigo had some orders from his Government, otherwise he certainly would not have undertaken such important operations; but the publicity with which he acted, and the hasty and ill timed measures he has taken, have been productive of no other effect, than jealousy, distrust and suspicion, which both the Greeks and Turks have of the Russians. …
