Επιστολή από την Downing Street προς τον Φορέστη (19 Οκτώβρη 1804):
Sir,
Your dispatches to No.22 inclusive, addressed to Lord Hawkesbury, and to No.5 inclusive, addressed to me, have been received and laid before the King.
You will inform the Government of the Ionian Republic of His Majesty’s acquiescence in the reasons which have prevented them from sending an accredited minister to reside at this court – and have at the same time determined them to recall the Minister accredited at Paris. His Majesty approves of the spirit of economy which has prompted that government to reserve all their resources in order to provide for their defence; and shall continue to take a lively interest in their welfare.
You have with great propriety, pursued His Majesty’s order communicated to you by Lord Hawkesbury, authorizing you to act in perfect concert with the Russian Plenipotentiary in all measures which have for their object the defence of the Ionian Republic or of the Turkish Dominions from the attacks of the French; and in not allowing any difference of opinion which may arise respecting the internal concerns of the Republic, to interrupt that harmony, which it is desirable to maintain, through you, between Great Britain and Russia. The declared object of Russia is to support the Ottoman Power in its integrity and independence, and to renew its connections with the Greeks for the purpose of detaching them from the French interest, and of confirming them in their allegiance to their lawful government.
As His Majesty is sincerely anxious to second, in as far as may be in His power, these laudable dispositions of the Court of Petersbourgh, I have to signify to you His Majesty’s pleasure, that in all your communications with the Turkish officers in the Morea and Albania, and with the inhabitants of these provinces themselves, your endeavour to persuade the former to treat the Greeks with greater sanity than they hitherto appear to have manifested, and that you inetilcate upon the latter the necessity of preserving inviolate their allegiance to the Grand Signior their lawful Sovereign.
