Επιστολή (Αρ.38) του Φορέστη (Κέρκυρα 26 Αυγούστου 1806) προς τον The Right Honorable Charles James Fox His Majesty’s Principal Secretary of State for the Foreign Department με την οποία τον ενημερώνει για την είδηση περί υπογραφής συνθήκης ειρήνης μεταξύ Ρωσίας και Γαλλίας. Επίσης αναφέρεται στις κινήσεις του Αλή Πασά να καταστείλει εξεγέρσεις στα εδάφη του, που – όπως στην περίπτωση της Μάνης – οι Γάλλοι έχουν μεγάλο μερίδιο ευθύνης. Ενώ τονίζει την ανάγκη να υπάρξει στην Αδριατική ένας ισχυρός βρετανικός στόλος, καθώς η αποτελεσματικότητα των Ρώσων είναι αμφισβητήσιμη ενώ αν όντως έχουν συνθηκολογήσει με τους Γάλλους, τότε η Αδριατική θα ναι ελεύθερη για τους τελευταίους. Ενώ τονίζει, επίσης, πως με την παρουσία στην Αδριατική του βρετανικού στόλου θα μπορεί να γίνει και έλεγχος του εμπορίου των ουδέτερων εμπορικά δυνάμεων.
Συγκεκριμένα τονίζει:
I take the liberty of suggesting that should the war continue between Great Britain and France, the Adriatic becomes a quarter of the greatest importance to the British interests. That sea having been confided to the protection of the Russians during their contest with the French, virtually left it open to the enemy as is shown from the ease with which they frequently sent from Venice etc whole convoys laden with troops ammunition and supplies to their new provinces Istria, and Dalmatia. It is now wholly open to the enemy. Without a strong squadron of British frigates no obstacles remain to their purposes, nor is there any control over the commerce of neuters, so glaringly abused in these seas.
