Abstract:

Επιστολή Αρ.12 του Φορέστη (Μάλτα, 14 Φλεβάρη 1809) προς τον Right Honorable George Canning His Majesty’s Principal Secretary of State for the Foreign Department με την οποία τον ενημερώνει για την παρούσα κατάσταση των δασών στην επικράτεια του Αλή Πασά, με βάση τις πληροφορίες που ο ίδιος είχε συλλέξει κατά την παραμονή του στα Επτάνησα, και για το κατά πόσο οι φιλικές σχέσεις μεταξύ του Αλή και της Βρετανίας μπορούν να οδηγήσουν τον πρώτο να προσφέρει στους Άγγλους το προνόμιο της υλοτομίας στις περιοχές που εξουσιάζει, έτσι ώστε να αξιοποιήσουν αυτήν την ξυλεία οι Άγγλοι για τα ναυπηγεία τους, όπως το είχαν πράξει οι Γάλλοι 27 χρόνια πριν με συμφωνία που είχαν υπογράψει με τον Αλή Πασά. Η έκθεση του Φορέστη τιτλοφορείται ως εξής: Concise statement of the number, extent, produce and present condition of the Forests situated in the territories of Ali Pasha of Ioannina, together with various particulars relating to the size and quality of the timber, the places of shipping etc…
The forests situated in the territory of Ali Pasha are as follows

1st. Forest of Magniria, in Acarnania extends about 12 miles and being in a marshy situation situation gives a quantity of elms and oaks.

2nd. Forest of Vonizza, of about 9 miles extent, abounds with large and good oaks, yews, box trees, elms and plantains all of excellent quality.
3rd. Forest of Pagliambella, is also about 9 miles in extent, gives large and good oaks: a few yews and walnut trees.

4th. Forest of Macrion-Oros, situated between Arta and Acarnania, extends about 18 miles, gives a quantity of large and good oaks and a number of plantains.
- Note the shipping ports for vessels that enter the harbor of Preveza, which does not admit vessels drawing more than ten feet water owing to the bar at its entrance are Vonizza, Ermia four miles beyond Vonizza and the Valala de Macrion-Oros. In these shipping ports all description of vessels may conveniently anchor .
5th. Forest of Lurro N.W. of Salaora in the Gulf of Arta. It extends about 26 miles within land and is accompanied by the River Lurro which facilitates the transport of the timber. This forest yields large oaks fit for ships of all dimensions and many ash and yew trees of middle size.
- Note. The shipping port is Lurro.
6th. Forest near Sahara (Sajada), situated on a plain S.E. of Butrinto abounds with large elms and oaks the later are fit for building frigates. The road from Butrinto is long being five or six miles. The timber, however, may be conveyed upon it to the river and from thence may be either embarked in boats or floated to the mouth of it, where vessels may anchor at a moderate distance and the shore and take in their cargoes.
7th. Forest of Risa, situated about 5 miles N.E. from Butrinto, from which place it may be transported through the narrow river of Butrinto leading into the small gulf where the forest is situated. The different places where the timber may be cut are no more than a mile from the respective borders of the lake.
The above mentioned forests are all uncultivated and entirely formed by nature.
The French, about 27 years ago, made a contract with Ali Pasha to cut timber on his territory for their arsenals at Toulon. They established a commercial house at Prevesa directed by monsieur La Salle who built extensive magazines near the port of Prevesa where the timber was deposited. This commerce was carried on till the year 1791. Ibrahim Pasha of Scutari has also in his territories very extensive woods which produce timber fit for building ships of the line. N.B. The cutters are found by Ali Pasha, and are people who live upon the spot.
