The idea of Her being a maritime power, have formerly given Rise to the Armed Neutrality, and may yet produce effects still more prejudicial to the Prosperity of His Majesty’s Dominions. In order to this, I would recommend that, at the same time a Fleet is sent into the Baltic, where Russia will have a Fleet of Thirty Seven Ships of the Line and a proportionate number of Frigates, a small squadron might be sent round to Archangel, where there are eight or nine ships of the Line and some Frigates, ready to come round and join the fleet in those Seas. These vessels have no guns on board, as they usually take them in when they come to Cronstadt; nor is Archangel in any State of Defence; therefore this Service might be performed without Risk and with a very inconsiderable force….

We annihilate Russia as a maritime Power in the North.

With respect to the Black Sea, there are in the Harbour of Sevastopol 11. or 12 Ships of the Line as many frigates, all, as I am assured in very bad condition.

This constitutes the whole of maritime Force of Russia; inconsiderable in itself, but capable of much Improvement of becoming in time even dangerous to those who have hitherto paid little or no attention to its progress.
