Επιστολή του Πληρεξούσιου Υπουργού της Βρετανίας στην Κωνσταντινούπολη William Turner (secretary to the British embassy and minister plenipotentiary) (Κωνσταντινούπολη, 11 Δεκεμβρίου 1824) προς τον The Right Honorable George Canning His Majesty’s Principal Secretary of State for Foreign Affairs στο Λονδίνο με την οποία τον ενημερώνει για την κυρίαρχη θέση που έχει καταφέρει η Ρωσία να έχει στο εμπόριο της Μαύρης Θάλασσας και στην Κωνσταντινούπολη, για τους υπηκόους της και για όσους βρίσκονται υπό την προστασία της και σημειώνει τα μεγάλα εμπόδια που αντιμετωπίζουν οι Άγγλοι έμποροι και πλοιαρχοι καθώς και οι άλλοι υπήκοοι της Βρετανίας. Συγκεκριμένα γράφει ο Turner:

[…] the evident and dangerous design of Russia in the publication of the ukase in question, which is that of acquiring a preponderating influence in the commerce of this place – Constantinople –. She has naturally the greater share in it and the number of her subjects and protégés engaged in it is infinitely greater than that of any other power. The Russian traders are most of them of the most dishonest and litigious character. […]
