Επιστολή του Φορέστη (Κέρκυρα 17 Δεκέμβρη 1803) με την οποία ενημερώνει τον Hawkesbury μεταξύ άλλων για το νέο σύνταγμα και τις ρυθμίσεις του, ενώ κάνει αναφορά για τις δυσκολίες στην εφαρμογή του. Επίσης κάνει αναφορά και στο ότι οι ταραχές στα νησιά πιθανώς να είναι και επιθυμία των ίδων των Ρώσων, έτσι ώστε να έχουν την δυνατότητα μιας συνεχούς στρατιωτικής παρουσίας στα νησιά. Ο Φορέστης τονίζει στον Hawkesbury πως:
I am perfectly aware of the very difficult and delicate situation in which a Government is placed as soon as it commences to dictate upon such important matter as the constitution of a foreign country; but more especially such as this, the inhabitants of which have so lately been in a state of anarchy and confusion, and who have but just began to taste the pleasures of order and tranquility; and yet, My Lord, I cannot keep thinking that if a due attention had been paid to the wishes of the Majority of its inhabitants, if a real desire had been shown to reconcile all animosities, and blend together the contending parties; a constitution might have been formed which would have satisfy all the thinking and well disposed men in the Republic, and have rendered the voice of opposition scarcely audible.
The contrary however having taken place, it remains with me to explain, as far as in me lies, the causes of this unfortunate failure. I can conceive but one alternative either, that is the object of the Court of St. Petersburgh to cement and to keep alive a spirit of disorder and contention in the country, in order that it may be always necessary for a Russian Garrison, to occupy this most important situation; or that the good intentions of His Imperial Majesty have been frustrated by the corrupt and interested views of a party which unfortunately possess but too much influence with the plenipotentiary; of the first of these suppositions your Lordship is much better qualified than myself to judge.
Although the information will I have no doubt create in your Lordship great surprise and grief; and yet these assertions can be so thoroughly and satisfactorily proved, that though it still may wonder, no doubt of the fact can possibly remain.
