Επιστολή (Αρ.16) του Φορέστη (Κέρκυρα 25 Απριλίου 1807) προς τον The Right Honorable Lord Viscount Howick His Majesty’s Principal Secretary of State for the Foreign Department με την οποία τον ενημερώνει για την απόφαση αποκλεισμού των τουρκικών λιμανιών, για τις κινήσεις των Γάλλων στην Αδριατική, που είναι έτοιμοι να επιτεθούν στα τουρκικά παράλια της Αδριατικής. Επίσης κάνει αναφορά στην μικρή ναυτική δύναμη που διαθέτει η Επτάνησος για να μπορέσει να αντιμετωπίσει πιθανές επιθέσεις, ενώ αναφέρεται και στην δράστη των βρετανικών πολεμικών σκαφών, τα οποία κατάσχουν συχνά γαλλικά πλοία που μεταφέρουν φορτία όπλων ή μπισκότων/σιτηρών. Τέλος επαναλαμβάνει την πρότασή του να βρεθεί βρετανικός στόλος στην Αδριατική, καθώς είναι ο μόνος τρόπος για να αντιμετωπιστεί η αυξανόμενη γαλλική απειλή στην περιοχή. Επίσης επισυνάπτει ο Φορέστης στην επιστολή του και έναν κατάλογο με τα ρωσικά πλοία που βρίσκονται στην Μεσόγειο.

One thousand Russian troops, with 2000 Montenegrines were detached on the 19th of April from the Garisson at Castel Nuovo to take and occupy Herzgovina and its dependencies, situated about 60 miles n/e of Cattaro. The object of this movement is to secure Cattaro and preventing a junction taking place.
