Επιστολή (Αρ.21) του Φορέστη (Κέρκυρα 15 Ιουνίου 1807) προς τον The Right Honorable George Canning His Majesty’s Principal Secretary of State for the Foreign Department με την οποία απευθύνεται στον νέο υπουργό επί των εξωτερικών στο Λονδίνο και τον ενημερώνει πως η τελευταία φορά που του δόθηκαν οδηγίες για το πώς να χειρίζεται τις υποθέσεις στα Επτάνησα ήταν το 1804 από τον λόρδο Harrowby. Το αποτέλεσμα είναι να μην έχει οδηγίες για τον χειρισμό υποθέσεων όπως του Αλή Πασά, των σχέσεών του με τον Μοντσενίγο ή σε σχέση με την σύγκρουση μεταξύ Ρωσίας και Τουρκίας. Επίσης τονίζει την προσπάθειά του να διατηρήσει καλές σχέσει με τον ρώσο πληρεξούσιο, ενώ αναφέρεται και στα φιλικα αισθήματα των Επτανησίων προς τους Άγγλους.
Abstract: Mr. Foresti states that the date of the last instructions he had red from England is October 14 1804; and requests instructions of the subject of a decree past last year by the Ionian Senate, to prohibit the flags of the different nations from being hoisted near the dwellings of their respective consuls in the territory of the Republic. Mr. Foresti continues to cultivate the best understanding with the Russian minister, but complains of his jealous and interested policy with respect to the Seven Islands. The best dispositions towards England prevail in them.
